Mission – Assist members of the community with maintaining the ambiance and character of their community while helping to continue an orderly planned use of resources.

The Community Development Department conducts a variety of planning activities for the Town and serves the function of issuing building permits, sign permits, and business registrations. The Community Development Department also regulates all subdivision activities in the Town of Mesilla as well as processes any variance requests or special use permit applications. The Community Development Department also handles Codes Enforcement.

ANIMAL CONTROL AND CODES ENFORCEMENT

The Town of Mesilla Marshal’s Office has a trained volunteer part-time animal control and codes enforcement officer.  We are required by law to protect the citizens and their property, regulate, restrain and prohibit the running at large of any animal within the boundaries of the Town of Mesilla (MTC 6.05.020).  We are also required to regulate the ownership, control, registration and licensing of animals and encourage the vaccination of all animals and protect the health and safety of animals, reduce animal nuisances and provide for the control of dangerous and vicious animals and prohibit cruelty to animals.  The town has experienced serious animal control issues.  Dogs at large have attacked people, pets and livestock and cats are running at large and are becoming a nuisance and menace to the town.  The town has a duty to address these issues, and respond in accordance with specified procedures and provide for disposition.

The animal control and codes enforcement officer will be out on the streets monitoring and enforcing Town ordinance. An “Owner” means a person who owns, possesses, harbors, keeps, or has custody or control, or knowingly causes or knowingly permits an animal to be harbored or kept or has an animal in his care, or who permits an animal to remain on or about his premises (MTC 6.05.030).
